I am making a cake and want to know about icing ? easy question probably!?

so i want to make a cake like that ^ how do i do the icing?
So i have my cake and it has cream and jam in the middle and it is just a plain victoria sponge. (I don't want the twirly bit on the photo or the fur etc - just the cake)
What now?
do i use the icing sugar you get in bags?
Give me step by step instructions
how do i get the purple icing? what colours do i do?
and how do i get them circles

first the cake is covered in rolled fondant and the circles are just rolled fondant cut outs like cookie cuters. you can buy fondant that you just have to roll but the colors you will need a gel food coloring take a small piece of fondant and test how much coloring to get the desired look.
Fondant- rolling sugar (just buy pain to make)
gel food coloring you can get all this at any store including Walmart in the craft party supply area.
